On August 5, the exchange meeting of the Shandong Water Transport System Craftsman Academy Alliance and the "Model Workers and Craftsmen Assisting Enterprises" event were held at Dawn Craftsman College. Hosted by the Shandong Seafarers' Union and the Yantai Federation of Trade Unions, this event represented a significant measure to deepen the reform of the industrial workforce. It aimed to thoroughly implement the Shandong trade union system's "Dual Learning, Dual Improvement, and Dual Innovation" initiative, enhance the innovation and value-creation capabilities of craftsman colleges, vigorously promote the spirit of model workers, labor, and craftsmanship, and continuously deepen the effectiveness of industry-education integration and collaborative talent cultivation between schools and enterprises.

Pan Yingxue, Deputy Director of the Seafarers' Work Department of the China Seamen & Construction Workers' Union; Wu Yuchuan and Liu Shangtao, Chairman and Vice Chairman of the Shandong Seamen's Union; Zhou Yongwei, Member of the Party Leadership Group and Vice Chairman of the Yantai Federation of Trade Unions; Shi Xiubo, Chairman of the Yantai Seamen's Union; and Zhang Xuelei, Secretary of the Party Leadership Group and Executive Vice Chairman of the Longkou Federation of Trade Unions, attended the event. Representatives from "Craftsman Academies," enterprises promoting workforce-wide innovation, and innovation studios led by model workers and master craftsmen within the province's water transport sector, along with employee representatives, participated in the event to discuss the cultivation of skilled talent and plan for the industry's innovative development.

At the exchange meeting of the province-wide Water Transport System Craftsman College Alliance, Wang Yongfang, Vice President of Dawn Group, outlined the company’s profile and the status of its shipping operations. He noted that the event established a high-level platform for the provincial water transport industry to foster collaborative talent development, joint technological research, experience sharing, and shared industrial prosperity. It served not only as a forum for in-depth exchange of industry best practices but also as a valuable opportunity for benchmarking against industry leaders and driving quality enhancement and empowerment; it was of great significance to advancing skill inheritance, technological innovation, talent cultivation, and industrial upgrading within the province's water transport sector.

By deeply engaging in the reform of the industrial workforce and cultivating a pipeline of skilled artisans, it empowers high-quality industrial development through a systematic approach to talent cultivation. During the session dedicated to sharing experiences in running the "Craftsman  Academy," Yang Jingyi, Chairman of the Dawn Group Labor Union, outlined the achievements made in establishing the Dawn Business School ( Craftsman Academy). The Group's labor union has implemented a "5+N" operational framework—centered on cultural grounding, Party-building leadership, democratic cohesion, talent development and contribution, and employee care—positioning the Craftsman Academy as a key driver in the reform of the industrial workforce. These efforts have earned the academy recognition as a Yantai-level Craftsman Academy, inclusion in the Provincial Federation of Trade Unions' list of key supported craftsman academies, and selection by the All-China Federation of Trade Unions as a key enterprise for targeted support.

Currently, the province is fully committed to building a strong maritime province, presenting a golden opportunity for the transformation and upgrading of the water transport industry. Seizing this event as an opportunity and leveraging the alliance's platform advantages, Dawn Group remains deeply rooted locally while serving the broader picture and engaging globally.
