August 1 marks the 98th anniversary of the founding of the Chinese People's Liberation Army. On the morning of the same day, Dawn Group and Yantai Hengshan Energy Co., Ltd. held a cooperation signing ceremony, joining hands to enter the national marine fuel oil sector. Attendees included Gai Qian, Member of the Standing Committee and Director of the General Office of Longkou Municipal Party Committee; Yin Zhiqiang, Deputy Secretary of Longkou Economic Development Zone Working Committee and Secretary of Longgang Sub-district Working Committee; Chen Yekun, Director of Longkou Veterans Affairs Bureau; Sun Daoshan, General Manager of Hengshan Energy, and his team; Yu Xiaoning, Chairman and President of Dawn Group; Vice Presidents Song Huidong, Liu Lili, Xie Yuntao, as well as heads of relevant departments and units.

Vice President Song Huidong, who hosted the event, stated, "We chose to gather on this special day of the Army Day, both to pay tribute to the People's Army for defending the country with dedication and to imply that our cooperation should be like military missions—with clear goals, unified steps, and steady progress." Witnessed by all participants, General Manager Sun Daoshan and Vice President Xie Yuntao signed the cooperation agreement, ushering in a new chapter of win-win development.

Hengshan Energy has long been engaged in the refined oil industry, establishing a full industrial chain covering marine refueling, oil depot storage, heavy oil blending, and hazardous chemical transportation. With mature technologies, customer resources, and market channels, it sells over 500,000 tons of various oils annually, forming a "strategic supply line" for energy circulation.

Under the agreement, the two parties will jointly increase capital in Shandong Dawn Energy Development Co., Ltd. to build an integrated refined oil enterprise integrating production, storage, trade, logistics, and refueling. Leveraging Dawn International Logistics and Hengshan Energy's existing resources, they will explore domestic and foreign end customers, continuously strengthen core advantages in marine fuel oil production and refueling, and enhance industry competitiveness.

The collaboration between Dawn and Hengshan Energy is a strategic practice in response to the national "dual circulation" development pattern, representing the in-depth integration of core capabilities and value co-creation between the two enterprises. In the future, they will integrate physical nodes such as production, storage, and logistics, reconstructing the value creation logic of the refined oil industry—driving cost reduction and efficiency improvement on the production side through technology, enabling precise matching on the trade side with data, and deepening customer stickiness on the logistics side through services, ultimately forming a "five-in-one" ecological closed loop of R&D, production, supply, sales, and services.

General Manager Sun Daoshan stated that they will uphold the mission of "Oil Connecting the World, Serving Shipping," fully integrate the advantages of both parties, focus on building a core refueling base in Longkou Port, strive to connect the refinery-port-ship supply chain for customers, and create a safe, efficient, low-carbon, and intelligent comprehensive marine energy service provider. "I deeply feel the great responsibility and glorious mission. We will quickly integrate with everyone to form a synergy and jointly promote the efficient operation of the joint venture. We will always center on customer needs, innovate technologies, products, services, and business models to maintain a leading position in the fierce market competition."

"Our strong alliance with Hengshan Energy is a major strategic move to strengthen the trade and logistics industry and enhance core competitiveness, a key step in strengthening upstream supply chain cooperation, and a positive practice in serving the regional economy and integrating into the national energy strategy," said Chairman Yu Xiaoning. He noted that the encounter and cooperation between the two parties are both based on friendship and fate, and they will quickly realize the integration of professional, brand, and group management advantages, form a Bohai Bay business partner network, and build the joint venture into a benchmark enterprise in the national marine fuel oil supply industry.

 

Currently, Longkou is focusing on developing the marine economy and accelerating the construction of a 100-billion-level port-related industrial cluster. Director Gai Qian stated in his speech that the cooperation highly aligns with Longkou's "port + industry + trade" development strategy, opening up a new energy track for Longkou facing the whole country, radiating Northeast Asia, and connecting the world, to build a Northeast Asian marine fuel oil allocation center. He emphasized that the Longkou Municipal Party Committee and Government will, as always, create the best environment, provide optimal services, and give maximum support to enterprises investing in Longkou.
