We are hereby to “unearth” the disgraceful action of Zhejiang Zhonggu Plastic Industry Co., Ltd. (referred to as "Zhonggu Plastic Industry") that such unethical company viciously misled the mass media to make the wrong report of the normal commercial litigation concerning the quality of Dawn Polymer’s melt-blown PP granules, which caused the market panic and imposed the serious impact on Dawn’s product credibility and business reputation. With the view to the issue mentioned above, we are hereby to state as following:

1. As the national key guarantee enterprise for epidemic prevention and control, the compiling unit of the national standard of "Polypropylene (PP) Melt-blown Special Materials" and the main domestic manufacturer of polypropylene melt-blown materials specially for melt-blown fabrics, Dawn polymer rely on nearly 20 years of layout and technical intensive cultivation in the melt-blown material market and the melt-blown material produced by Dawn has won the favor of customers with excellent quality, and it has become the technology leader and quality benchmark in the melt-blown material market.

2. Dawn Polymer always adheres to the principle that quality is the life of the company. It has a strict quality management system and advanced product testing capabilities. Dawn Polymer has a complete industrial chain from melt-blown PP materials, melt-blown fabrics to masks. The masks have passed the "EU CE" certification and displayed on the "whitelist" of medical material supplies and export by the Chinese government Ministry of Commerce. The product quality, technical indicators and safety performance have reached the most stringent regulations and standards for EU products.

3. As a chemical reagent, di-tert-butyl peroxide (DTBP) is widely used in the plastic and rubber industry. The country has no relevant laws and regulations prohibiting the use of DTBP, and there is no scientific evidence for harming human health. As the compiling unit of national standard GB/T30923-2014, Dawn Polymer has carried out research on the use of DTBP since 2003, and it has a deep understanding on the dosage & usage of degradants and strictly controls during the production process. It was tested that the melt-blown fabrics for masks produced with Dawn's melt-blown material had no DTBP residue.

4. Zhonggu Plastics ordered 600 tons of Dawn’s melt-blown material on April 15th. During the next two and a half months, it has normally used more than 200 tons of melt-blown material to produce melt-blown fabrics and then sell them normally. During this period, no objections were raised on product quality issues. On June 29th, Zhonggu Plastic Industry’s reply letter to Dawn about delayed delivery stated that “As domestic anti-epidemic results have been achieved, the upstream and downstream supply and demand of various anti-epidemic materials have gradually returned to normal level, and the downstream melt blown fabric product market tends to saturated. So they hope Dawn to refund or lower the price". The reply letter did not raise any quality issues. In April and May, the price of melt-blown fabric was as high as 600,000-900,000 RMB/ton. In June, the market price of melt-blown fabrics dropped to less than 100,000 RMB/ton. In order to transfer its own losses, Zhonggu Plastics took various reasons to refund and return the products. It can be seen from this that this commercial dispute is not a pure product quality dispute. As a newly launched melt-blown fabric manufacturer during the epidemic, Zhonggu Plastics used some media and the public to make malicious hype to interfere with the trial of the People's Court and intend to pass on its own losses to Dawn.

5. The inspection of melt-blown materials is highly professional. Product storage, environmental pollution, sample collection, testing methods, operator qualifications, testing organization qualifications, etc. will all affect the test results. This is a normal commercial dispute. Hope the media can be fair and make objective report.

We reserve the right to pursue legal liability for defaming the product credibility and business reputation of Dawn polymer.
